Here are some questions about recent events for Charlotte Hallmark.

1. What was so urgently important that Echota Principle
Chief Billy Shaw called an "emergency" meeting of the Tribal Council to be held on Saturday, March 27, 2004, just one week prior to a regularly scheduled state-wide tribal meeting that is open to all tribal members. Could it have been to stack the tribal council with Charlotte Hallmark supporters?

2. At the "emergency" meeting, a new Enrollment Secretary
was elected to replace the resigned Peggy Russell. By sheer
coincidence, that person (Marlina Anderson) works out of Charlotte's WIA office.

3. The Tribal Recording Secretary (Vickie Johnson) also
works out of Charlotte's WIA office. Another coincidence?
4. At the "emergency" meeting, a new Treasurer was elected to replace the resigned Pat Weeks. By sheer coincidence, that person (Vickie Carmen) and Charlotte are very close friends. Yet, another coincidence? At this point, to believe so, you would also to believe in the tooth fairy?

5. Charlotte Hallmark has previously refused to allow a
tribal member that worked for the Workforce Investment Act (WIA) to hold any tribal office on the grounds that doing so would be illegal. Maybe a conflict Charlotte is the director of the WIA office in the State of Alabama and, as we all know, she is also Tribal Chairman of the Echota tribe. Either it is not illegal as Charlotte claimed and she was lying or Charlotte blatantly admitted that she is knowingly doing something illegal. Which is it, Charlotte?

6. Now there are three (3), counting Charlotte, on the
Echota governing body that also work for the WIA. Is Charlotte and her
horts above the law or did she simply lie to keep someone off the council that she could not control?

7. Even though Charlotte was not physically present at the
"emergency" meeting (at least that is our understanding), it appears as though she was able to once again exert her influence over the governing body in order to stack the council with persons who will vote the way she directs on any issue.

8. Why is Charlotte so consumed with the aquisition of total
unmitigated power over every aspect of the Echota Tribe?

9. Did Charlotte lie and knowingly break the law in order to
solidify her strangle hold on the Echotas?

10. Will the Echota Tribal Council ever find enough backbone to stand up to Charlotte?

I praise your courage and honor for placing this long needed
information on to the public. Many members of the Echota Cherokee Tribe of Alabama feel that you are very courageous to expose Charlotte Hallmark for the fraud and dishonorable person that she is thought to be.

Charlotte Hallmark is a white woman that controls the Echota
Cherokee Tribe through her political power and for financial reasons. As history will remind us that these are some of the reasons that the original Cherokee Nation was destroyed and or separated.

Because of Hallmark's power control, the Echota Cherokee Tribe is the laughing stock and the butt of jokes from coast to coast and from border to border of the U.S.

Now I have a few questions that I hope that you can answer or can find the answers.

1) Why did past Principal Chief Perry White choose not to seek re-election?

2)What was the real reason that Dianne DeLoach resigned as Treasury of the Echota Cherokee Tribe?

3) Why did past Principal Chief David Sanderson ( who succeeded Chief White) resign from office after less than one year?

4) What is the real reason for Betsy Jolly resigning her position as Deer Clan State Councilperson?

5) Why did Wolf Clan Chairman Ronnie Headley resign from office?

6) Why was Deer Clan Chairman Larry Woods forced out of office after only approximately four(4) months or less in office?

7) What is the real reason behind the resignation of Pat Weeks as Tribal Treasury?

8) Why did Peggy Russell resign as Enrollment Secretary of the Echota Cherokee Tribe? What is the REAL reason that she resigned from the position that she cherished so much?

Message:   I am interested in learning more about the Echota Cheroke Tribe. One of my concerns is the annual membership fee. Who is in charge of the finances? Do the members have access to auditied financial statements? Are officers of the Tribe paid a salary? I have seen estimates of 20,000 plus members in this group - that is quite a bit of annual revenue.

Also, has the Tribe filed a petition for federal recognition?

Since you have asked some pertinent questions, I will try to give you some meaningful answers. You are not the first to ask many of these questions, but you have left a significant number of other questions unasked.

One would think that any self-respecting person would wish to live a life free of any cloud of moral or ethical question, suspicion, or doubt. I have learned from my interaction with the Alabama Indian Affairs Commission (AIAC) that this philosophy is almost an alien virtue in Montgomery, Alabama. How does Charlotte evade culpability or responsibility for managing funds or submitting an application with falsified credentials or establishing an arbitrary membership role in a system that is supposed to be based upon genetic or ethnic ties? Well, evasion is evasion and a totalitarian position allows for an unprecedented measure of control. Of course, you are interested in the network of reinforcement that allows this egregious condition to persist. I am not an Echota and I would expect that you must perform this investigation internally.

False information on an application? Ha! Half the rocket scientists in Huntsville got their jobs with falsified credentials or a meaningless mail order degree from Phoenix University or other such diploma mill. Attempting to claim academic credentials from a regionally popular, accredited university is stupid, but not unheard of in business or government. As to the denials from the various registrars contacted, it is very likely that you will get no positive results from such a search without paying for copies of actual transcripts. All of the schools use Social Security numbers as student identification numbers now, and without this data, your search is compromised.

State and federal funds? The membership card holders didn’t submit state or federal funds with their applications for membership. They all paid with their own money! Any membership organization such as yours has a primary commitment to the holders of these cards. It is additionally depressing that these state and federal funds referred to are intended to benefit the members within these organizations and others who qualify’ without the benefit of membership. Can you name any individuals who may have received even indirect benefit from the application of these funds or the programs that they support? There are programs related to many issues of concern that require funding to become effective. These relate to issues such as housing, health, nutrition, education, transportation and other areas of deep concern. Effective disenfranchisement of Native Americans is an issue that has never been adequately addressed in Alabama.

Problems with scholarship funding are not confined to Indian Country. During the first several years of Indian scholarships in Alabama, the bulk of available funding went to individuals with a close consanguineal connection to particular influential members of the AIAC. That these recipient tribal members happened to be Echota's is as much a slap to the face of other Echota's as to the deserving members of other groups who were bypassed in a deliberate effort to channel funding.

Try not to take this situation too personally! It is a pervasive condition in education. For instance, when I was in graduate school, there was limited funding available to support deserving students. Unfortunately, virtually ALL of this funding in my department went to two (2) students in the program. One of them was from Ethiopia and the other was from Pennsylvania. Not only did these two normally ineligible students receive all of the scholarship money through a technicality, they did not have to pay tuition at out-of-state rates. I paid through the nose for my education and they got a free ride.

Covering the tracks of malfeasant participants is, or seems to be, the number one function of the office staff of the AIAC. In the past, there have been obvious connections between the narrow interests of some members of the AIAC and the office staff, the Attorney General’s (AG’s) representative and others involved in various capacities, including members of the House of Representatives with potential real estate profits affected by specific decision making agendas in the AIAC. Blindness? Neither state nor federal governments are blind. It may be convenient, profitable, or otherwise beneficial due to specific goals, to conveniently ignore certain things or to look the other way. That is apparently the way politics works.

 

Well, so what, Joe Stuart decided to call her “Sky Eyes,” he decided to call himself “Two Eagles.” This part is only rational, although most tribal peoples are known to others by the names that their neighbors call them. The name “Hebrew” derives from the Canaanite word for thief Flatheads and Blackfeet call themselves something else. Negroes decided to call themselves something else, but couldn’t decide what fit. So, if someone else were to ascribe these names, “Snake Eyes” and “Two Face” might seem to be a better fit.

As to your question concerning a responsibility to answer questions about certain funds: Perhaps Charlotte, herself, may offer the best answers. However, getting Charlotte in a position to answer questions will require substantial maneuvering on the part of the person or persons intent upon asking the questions. I am not trying to evade your question, but as you have probably already figured out: Who is going to enforce her to comply after she refuses to cooperate with any interrogation, regardless of whether it is supported by the tribal organization or other entity?

Don’t expect any cooperation from any of the present staff of the AIAC! It must be part of their job descriptions to cover her ass. Any attempt to get valid answers can be twisted into the appearance of an inquisition made by malcontents within the ranks and then dismissed as frivolous grumbling. Of course, an independent investigation can be conducted, but at whose expense and how would the findings be enforced?

Expected elements of influence within the political structure have been approached concerning some of these specific topics before, but without any satisfactory response. She could be one of the biggest crooks in the state and the Attorney General would defend her from those seeking justice for political reasons known only to them.

The corrupt elements within the organization of the AIAC have effectively disenfranchised an entire tribal entity in this state and done so with impunity and the full cooperation of the AG’s representative to the AIAC. His name is George Jones III, but he has since been replaced by another crook from the AG’s office.

I wish I could answer your questions adequately, but I am not competent to the task. All I can do is offer another stick to stir the pot with.

I appreciate your concern and empathize with your dilemma. Small measures are being taken constantly to institute reforms in Indian Country, but every now and then we get slammed by something we couldn’t see coming. Here is an idea that came to me while I was typing this email: The best that I can offer is to make sure that many people know of this offense.  There is a radio station in Houston, Texas called KPFT.  They also broadcast on the internet.   www.kpft.org  On Thursday mornings at 11:00 am there is a show about Native American issues called People of Earth.  Perhaps you could be on their show.  They could even interview you by phone. I admire the work that has gone into your most recent update to your web page. It reflects a lot of diligent homework. The heading: "FRAUD AGAINST THE CHEROKEE PEOPLE" could be reduced to just "FRAUD." It doesn't really mater how fraudulent the information is that is used for self promotion or personal gain if there is a complicitous relationship between the beneficiaries. These relationships permeate the AIAC and go all the way to the Governor's Office in Alabama.

Why was it necessary for the Governor to cut short the tenure of the "Governor's Appointee" to the Commission and replace him with Charlotte's lap dog? Why is Charlotte allowed to continue to interact with the Commission at any level and in any capacity? Why is her office located in a residential area of Prattville with no way of possibly identifying it as an office from the street? They have a P.O. box and there is not even a mailbox or posted address to identify this place as a business, much less as a government office. Have they ever accomplished anything in the way of what they are supposed to be doing (finding jobs for Indian peoples of Alabama)? Well, if you consider that Charlotte's son's girl friend "works" in that office you might say that they have found a "job" (more like a "position" with no standard of performance, except as a concubine) for somebody.

There is not a shred of evidence that any form of work or other accomplishment has ever been made by anyone in that office. They have a generous budget of state funds at a time when such waste REALLY needs to be trimmed. Perhaps you may ask yourself and all of the members of your membership organization how Charlotte came to emerge so prominently within your organization. You may also wish to consider what, if anything, you may be doing incorrectly to allow this situation to continue. If her credentials are false or otherwise unacceptable to you and you find that she is an undesirable and continuing embarrassment to you, you should make an effort to correct this situation. To those outside the Echota organization, it appears that you are nothing more than members of "Charlotte's Club" and you are allowed to wear silly costumery and call each other by tacky, made-up "Indian" names and nothing more! This doesn't exactly project an image of profound self respect or even an image of cohesive virtue among participants within your organization

More deeply, you also need to review the charter of your tribal structure. It may enlighten you as to your standing and relationship relative to Charlotte. Has it occurred to any of you as to why Charlotte and her lap dog, Darity, continue to pull all of the strings in the Intertribal Council and attack other members of this entity so viciously?

If the situation concerning Charlotte in this organization is questionable, try to trace the role of Martin Darity from some kind of non-participant trustee or something, to someone who participates fully, without merit and without representing anyone but the Dept. of Agriculture (and whatever Charlotte wants).

Have any of you inquired into why it is so important for Charlotte and/or any other "Indian" interests in Alabama to have such a cozy relationship from the Dept. of Agriculture? has the Dept. of Agriculture or the Dept. of Interior or any other governmental agency ever done ANYTHING to help any Indian group in this country? The obvious answer is a resounding NO!!!!! Without exception these governmental entities have been instrumental in the deliberate degradation, displacement and disenfranchisement of Indian peoples. Of course, there have always been
renegades and turncoats within the ranks who preferred personal profit, social advancement within the (white or black) community to any rational consideration of the most depressed and discriminated against minority in
history!! Can you think of anyone who might fit this description?

What, if anything, might Charlotte, the Governor, the director of the AIAC, Martin Darity, or anyone else associated with any tribal group or governmental agency organized to manage "Indian" affairs or business have
to gain from a cozy relationship with the Dept. of Agriculture? This is a rational question that deserves thought and careful consideration.

The Dept. of Agriculture administers a number of programs and many of these involve the distribution of funds as GRANTS and as SPECIAL INTEREST LOANS. A "special interest loan" may be anything from a legitimate loan
with a repayment schedule or a de-facto GRANT. Regardless of the guise under which these monies are dispersed, there is inevitably a PERSON in charge of further disbursement and redistribution. Such a position is a source of both POWER and WEALTH!! The Dept. of Agriculture is also picky about who gets to do this. They can select the participating non-profit according to a specified corporate structure!!! They may select their person of choice due to their willingness to perform un-natural acts or kick back monies or BUY INFLUENCE from other sources using these funds, or the implied promise of sharing, to accomplish the personal and collective goals for these select few participants. \

Not only is the Dept. of Agriculture picky about who participates, but their guidelines for participation in grants, loans, rural development, etc. allow them to dictate the STRUCTURE of the non-profits with whom they do business!!!

Thus, the 501-C-3 non-profit organization of your tribe may be modified to allow certain parties to virtually own you like a slave as far as the relationships your membership and the tribal council have to the critical participants in these shady dealing with certain governmental and non-governmental agencies!! Your participation and the participation of the group is concerned with things like where and when to have a pow-wow or something entirely trivial while the chair and board of directors (Charlotte and family), the representative of the Dept. of Agriculture
(Martin Darity or David Elliott) and the director of the AIAC (Michael Gilbert) have an almost total control over the disposition of actual assets and a dictatorial control over your limited participation.

With effort, you may be able to alter this situation. If you can recall your tribal history, such self serving and back stabbing persons were dealt with rather harshly once everyone in Oklahoma realized how they got there and whom they should hold culpable for their plight. they were powerless to do anything to gain restitution from the government, but they handled their internal problems most expeditiously. Of course, the world at large would be loath to witness this sort of occurrence repeat itself.

You are obviously caught on the horns of a dilemma and only you can extricate yourselves. I have faith that you will find a way to do this and if you must send certain parties to jail for fraud and malfeasance, so much the better. If there is any way that I can be of assistance, you have my services for the asking. Sincerely,

12/01/03 Your site has a lot of truth. When I was Chief, the council and members would not stand againest Ms Hallmark. My final letter to Ms Hallmark, council members and clan leaders was directed to Charlotte.

She is a political white woman, has no understanding of true Cherokee ways. The only way the Echota will become true Cherokee is the day Ms Hallmark either resigns or is removed from the tribe. People would not believe me, so you have a tribe run by white ways and white people.
